Bio

Sarah Greenberg serves as the Senior Vice President, Cinnaire Lending for Cinnaire. She manages the teams responsible for originating, underwriting, and closing a variety of affordable housing and community development loans for a full-service CDFI and FHLB Chicago member bank.

Prior to joining Cinnaire, Sarah was the Director of Real Estate Underwriting at High Impact Financial Analysis, a Certified B Corp. based in Albany, NY that provides underwriting and portfolio management services to mission-driven social impact investors, including CDFIs, foundations, green banks, and local governments. She managed a remote team of underwriters located across the country that supported up to 30 mission-driven lender clients.

Prior to High Impact, Sarah was principal consultant for Greenberg Strategies LLC, where she provided advisory services to government entities, philanthropic organizations, CDFIs, and intermediaries across the country. In this role, she helped launch the Milwaukee Rental Housing Resource Center in 2021. Sarah also served as Senior Community Development Specialist for ICF, supporting HUD's technical assistance and capacity building program.

Previously Sarah served as Senior Vice President and Regional Director for Forward Community Investments, a Wisconsin statewide CDFI and CDE that makes loans and New Markets Tax Credit investments to affordable housing and community facilities projects. She also served as Director of Lending for Northwest Side CDC.

Sarah spent 13 years in Washington, DC, where she was Senior Vice President for Resource Development at NeighborWorks America, working with foundations and financial institutions to drive investment to a network of 250+ high-performing CDCs. She was one of the founders of the National Community Stabilization Trust (NCST), formed to stabilize neighborhoods impacted by the housing crisis. She also worked for the National Trust for Historic Preservation, helping obtain CDFI designation for the National Trust Loan Fund and underwriting historic rehabilitation projects.

Sarah serves on the Executive Committee for the national CDFI Women’s Network. She also serves on the boards of Historic Milwaukee, Housing Resources, Inc., MobiliSE, and TEMPO Milwaukee Foundation. Sarah sits on the loan committee for Wisconsin Preservation Fund and she is a member of the CREW (Commercial Real Estate Women) Network.

Sarah has a master’s in Community Planning from the University of Maryland and a bachelor’s in organizational management from Tiffin University. She's completed fellowships with American Planning Association and Harvard Kennedy School of Government, along with professional certificates from Georgetown University and the University of Chicago.
