    The NCRC Community Development Fund is seeking the assistance of an expert on SBA 7(A) COmmunity Advantage lending to help stand up their program. The RFP is pasted below.

    Request for Proposal (RFP): SBA Community Advantage Consultant Services

    1. NCRC CDF Request

    NCRC Community Development Fund, Inc. (NCRC CDF), a certified Community Development Financial Institution (CDFI), is currently participating in the Small Business Administration (SBA) Community Advantage Pilot Program. This Pilot Program extends from September 2023 through to September 2024. At the conclusion of the Pilot Program, NCRC CDF will be reviewed by the SBA for full enrollment in the Community Advantage program. NCRC CDF's pilot program geography includes ten (10) states: AL, CA, FL, GA, MD, NJ, NY, PA, VA and DC.

    In preparation for the SBA's review and to ensure the program's success, NCRC CDF seeks a qualified consultant to provide advisory support, focusing on compliance, reporting, and loan structure in accordance with SBA guidelines.

    2. Scope of Services

    The consultant will be expected to deliver comprehensive advisory services in two primary areas:

    2.1 Compliance and Reporting Framework Development:

    ● Design and implement a robust compliance and reporting framework that aligns with the SBA's Community Advantage guidelines and the SBA 7(a) loan program reporting requirements.

    ● Ensure that all reporting mechanisms, including but not limited to Quarterly, Annual, and Monthly reports, adhere to SBA standards.

    ● Provide guidance and support in case of discrepancies between NCRC CDF reports and SBA records.

    ● Review underwriting documents and credit memos to confirm compliance with SBA guidelines.

    2.2 Loan Structure Advisory:

    ● Assist in evaluating and structuring loan products to ensure they meet SBA Community Advantage program requirements.

    ● Ensure loan terms are compliant and conducive to supporting underserved communities within the targeted geographies.

    ● Provide strategic advice on loan structure to enhance accessibility and impact for these communities.

    3. Evaluation Criteria

    Proposals will be evaluated based on the following criteria:

    ● Understanding of the SBA Community Advantage program and related compliance and reporting requirements.

    ● Experience with similar projects.

    ● Qualifications and experience of the proposed team.

    ● Cost-effectiveness of the proposal.
